Why do you have to wait on public health funding?

I was recently booked in for a knee reconstruction through a public hospital. I’ve been waiting a total of 8 months or so now but I have to wait an extra 4 months because public health funding won’t come through until then, why is this? Why won’t it come through automatically now?
Because the system is out of money. It is broke
