Why do people not use Public Health Departments?

Public health departments offer a wide variety of free medical services to their local communities. Yet many individuals and families refuse to take advantage of those services. Why? I haven't found any studies on the issue, and wonder: Is it because they don't know about these services? Fear of being turned in to other agencies(immigration, child protective services, etc.)? Uncertainty about costs? Doubt about medicine in general? Belief that they do not need any medical care? Some sort of social stigma? What???

its the stigma and fear of not being respected.

The Public Health is for people that are on State Aid or medicaid
you can only make certain amount before you can use their services That is the reason it's for, people those not suppose to able to pay for their on treatment themselves. I understand you are suppose to show that you have a state card or some identification that proves your monthly income, is below poverty level.

Because they are not given as much attention as the private heal ht departments.
